Dear all,

this is to inform you, that for upcoming railML version 2.4 the railML
namespace and schema file location has been updated from HTTP to HTTPS.

In detail:

xmlns:rail="http://www.railml.org/schemas/2016"

has been replaced by

xmlns:rail="https://www.railml.org/schemas/2016"

and

targetNamespace="http://www.railml.org/schemas/2016"

has been replaced by

targetNamespace="https://www.railml.org/schemas/2016"

All other namespaces and URL e.g. of imported schemes have been kept
unchanged.
