Hello Joerg,

this question was discussed in the railML-TT-Telco on 13.06.2018. There
was agreement that variant 2 should be used in the future. Variant 1 has
not yet been used within railML-TT-2.x.
In special cases, modeling with its own sub-element, but with an
attribute, should also be possible:

<rail3:overlapReleaseTimer code="ovt01" id="ovt01">
<rail3:timer duration="PT60S"/>
<rail3:overlapReleaseCondition condition="startTimerAfterVacating"/>
</rail3:overlapReleaseTimer>

This may be the case if existing XSD types are to be used or if this
modeling improves comprehensibility.
