The meanDelay attribute was integrated into the scheme because it can be
a useful information for simulation systems. You can have all your
planned data for a given (or future) timetable but beside that you can
have real delay date (statistics) evaluated by a dispatching system or
train control system (e.g. over the last time period). A simulation then
can reproduce the same pattern of failures and delays in a new timetable
and check if the timetable is stable and robust.
