Dear all,

so far the class "GenericInfrastructureManager" is based on EntityIL, which
allows to give it a unique ID, add a name etc.

However, in the Common part we have the class "OrganizationalUnit", which is
used just for this purpose. In order to avoid unnecessary duplicate information
I suggest to change the base of "GenericInfrastructureManager" from EntityIL to
EntityILref. Subsequently any <specificInfrastructueManager> will not have an ID
or designation but just @ref for reference to the InfrastructureManager defined
in the Common part.
