Dear all,

there was often questioned why the IL-elements SignalBox and
RadioBlockCentre do not refer directly to an element in
FunctionalInfrastructure.

The only reference with location information is for SignalBox is via
belongsToOperationalPoint and for RadioBlockCentre via
isLimitedByRadioBlockCentreBorder.

There is no need to give SignalBox and RadioBlockCentre an explicite
location as nowadays the computers used for interlocking and RBC
functions can be virtualised and running inside a data processing centre
somewhere away from any railway line.
