Dear Thomas,

the mandatory stop is considered being done immediately after the train
stopped. Right afterwards, the train is allowed to proceed with line
speed. So, in contrast to other speed changes that are usually valid
until the next one, the mandatory stop shall be interpreted as a single
occuring event.
