Dear Dominik,

This decision was made after the 44th railML conference in Rome in November 2023, and applied in the modelling of railML 3.3.[1] If we discover cases relying on implicit ordering, we will introduce sequence numbers to make them explicit. For 3.4 the ETCS working group have recommended to make the previously optional linearLocation/associatedNetElement/@sequence required.[2]
