Dear all,

I have committed a proposed implementation in the metadata.projects branch in revision 1215 (changeset can be viewed in Trac if logged in). Not yet satisfied with the <phase>. Welcoming input on modelling the @regulationStage and @planningStage in a generic, international manner.

A reference to project areas is also missing at the moment.
