Dear railML IL developers,

In general, ETCS knows two types of balises:
- fixed data balises (telegram does not change over time)
- "non-fixed" data balise (telegram can be changed)

What is the correct term for this second type of balise?

Candidate terms are (not complete):
* transparent balise
* variable balise
* controlled balise
* programmable balise
* intelligent balise

So, which one is your favourite?
