We currently use LimitsTrainDetectionElement in our exporter tool for a interlocking usecase.
Note that this implementation is still under developement and this might be the wrong way to do things, but this is how it's implemented in our software currently.

In the railML file we have TrainDetectionElements of type TrackCircuit and of type insulatedRailJoint.

In the TrainDetectionElement of type insulatedRailJoint we use LimitsTrainDetectionElement to refer to the bordering trainDetectors of type TrackCircuit.

Some dummy railML as example of 2 TrackCircuits on one net element with insulatedJoints separating them in the middle and a pair at either end of the netElement, to show how it looks at the start/end of the protected/supervised track.

<trainDetectionElement id="TDE1" type="trackCircuit">
    <linearLocation>
        <associatedNetElement netElementRef="ne1" intrinsicCoordBegin="0" intrinsicCoordEnd="0.5" >
        </associatedNetElement>
    </linearLocation>
</trainDetectionElement>
<trainDetectionElement id="TDE2" type="trackCircuit">
    <linearLocation>
        <associatedNetElement netElementRef="ne1" intrinsicCoordBegin="0.5" intrinsicCoordEnd="1" >
        </associatedNetElement>
    </linearLocation>
</trainDetectionElement>
<trainDetectionElement id="TDE3" type="insulatedRailJoint">
    <spotLocation netElementRef="ne1" intrinsicCoord="0.5" >
    </spotLocation>
    <limitsTrainDetectionElement ref="TDE1" />
    <limitsTrainDetectionElement ref="TDE2 />
</trainDetectionElement>
<trainDetectionElement id="TDE4" type="insulatedRailJoint">
    <spotLocation netElementRef="ne1" intrinsicCoord="0.5" >
    </spotLocation>
    <limitsTrainDetectionElement ref="TDE1" />
    <limitsTrainDetectionElement ref="TDE2 />
</trainDetectionElement>
<trainDetectionElement id="TDE5" type="insulatedRailJoint">
    <spotLocation netElementRef="ne1" intrinsicCoord="0" >
    </spotLocation>
    <limitsTrainDetectionElement ref="TDE1" />
</trainDetectionElement>
<trainDetectionElement id="TDE6" type="insulatedRailJoint">
    <spotLocation netElementRef="ne1" intrinsicCoord="0" >
    </spotLocation>
    <limitsTrainDetectionElement ref="TDE1" />
</trainDetectionElement>
<trainDetectionElement id="TDE7" type="insulatedRailJoint">
    <spotLocation netElementRef="ne1" intrinsicCoord="1" >
    </spotLocation>
    <limitsTrainDetectionElement ref="TDE2" />
</trainDetectionElement>
<trainDetectionElement id="TDE8" type="insulatedRailJoint">
    <spotLocation netElementRef="ne1" intrinsicCoord="1" >
    </spotLocation>
    <limitsTrainDetectionElement ref="TDE2" />
</trainDetectionElement>
