Dear all,

for the elements <WorkZone>, <LocalOperationArea> and <ShuntingZone> which are derived from <RestrictedArea> we have
currently the element <isLimitedBy> as reference to spot objects in infrastructure delimiting the area. In addition
there was the suggestion to give in addition the information whether the area is up- or downside of this limiting
object. However, these objects have no direct information of direction w.r.t. topology. This can be concluded only
indirectly from referred <netElement> on this object.

In consequence we would need a clear definition of what means "up" or "down". Could you provide such a definition as
proposal, please?
