Dear all

On request of the research project IDX4rail which is related to the tramway infrastructure [1-5] in railML 3.4 the element levelCrossingIS is intended to undergo remodelling [6].

The changes are as follows:

1) Differentiate operational crossings from public crossings (who is allowed to cross)

2) Construction load carrier (OrgUnit to the CrossedElement) or buildingAuthority

3) MaxSpeed on the CrossedElement

4) Level crossings no longer can cross rivers and bridges

5) Added turnstile to tLevelCrossingProtectionBarrier

Please let us know if any other changes are needed in railML 3.4 for element levelCrossingIS (including tramway modelling purposes).

Please also let us know if you would prefer constructionLoadCarrier or buildingAuthority for describing the organizational unit responsible for constructing the crossed element.

Hi,
I think that neither of those terms for the responsible organisation unit sounds right in English usage. In the UK, all railway and tram level crossings on public roads are the responsibility of the appropriate Highway Authority. This term 'Highway Authority' applies whether the highway is a single-track rural road in Wales, or a busy trunk road in London, and that term should be understaood in the same way throughout the English-speaking world.
There are always going to be a few exceptions. For instance, if the level-crossing is on a private road in England, then the responsibility for maintenance of the road surface of the crossing will lie with Network Rail, as there is no public Highway Authority involved. But the principle stands. Use the term highwayAuthority in RailML (and RailDax).
