Hallo zusammen,

bei unserer letzten timetable Entwicklerrunde haben wir uns u. a. mit dem Thema auseinandergesetzt, wie die verschiedenen in railML vorhandenen Organizational Units zu verstehen sind. Dabei sind wir auf eine Unklarheit bei der Abgrenzung des operationalUndertaking vom railwayUndertaking gestoßen. In der Entwicklergruppe gab es diesbezüglich ein unterschiedliches Verständnis. Einige Teilnehmer verstehen ein operationalUndertaking als Dienstleistungsunternehmen, die bspw. Wartung bzw. Reinigung der Züge übernehmen. Andere sahen im railwayUndertaking den eigentlich eine Zugfahrt durchführenden Betrieb, wogegen das operationalUndertaking als nur für die Planung verantwortlich verstanden wurde. Eine weitere diskutierte Ansicht war, dass es sich beim operationalUndertaking um den öffentlichen Betreiber handele, der aber nicht zwangsläufig auch die Züge fährt, etwa vergleichbar mit der Luftfahrt, wo eine Airline Leistungen im Namen einer anderen erbringt.

Da es offensichtlich an dieser Stelle unterschiedliche Auffassungen gibt, wende ich mich hiermit im Namen der Entwicklergruppe an die Community; Welches Verständnis von railwayUndertaking und operationalUndertaking habt ihr? Werden beide von euch im-/exportiert oder nur eines der beiden und warum?

Antworten auf diese Fragen helfen uns die Dokumentation im Wiki zu verbessern und damit den Einstieg in railML zu vereinfachen.

During our last timetable development round, we dealt with the topic of how to understand the various organizational units available in railML. In the process, we came across an ambiguity in the distinction between operationalUndertaking and railwayUndertaking. There was a different understanding of this in the development group. Some participants understand an operationalUndertaking as a service company that, for example, takes over the maintenance or cleaning of the trains. Others saw the railwayUndertaking as the company actually carrying out a train journey, whereas the operationalUndertaking was understood as only responsible for planning. Another view discussed was that the operationalUndertaking is the public operator, but does not necessarily also run the trains, comparable to aviation, where one airline provides services on behalf of another.

Since there are obviously different opinions on this point, I would like to ask the community on behalf of the development group: What is your understanding of railwayUndertaking and operationalUndertaking? Do you import/export both or only one of them and why?

Answers to these questions will help us to improve the documentation in the wiki and thus simplify the introduction to railML.

Our (HaCon, TPS) legacy railML 2.2 and upcoming railML 2.5 exports do use both elements: <railwayUndertaking> and <operationalUndertaking>. The understanding is that the railway undertaking is the responsible entity for operating the planned services. It may, however, delegate the actual operation to a sub-contractor. In this case, there would be a different operational undertaking.
