Invalid RailMl 3.1Final interlocking schema
https://www.railml.org/forum/index.php?t=rview&goto=2174&th=658#msg_2174
The interlocking3.xsd schema (found at your SVN site) seems to be invalid
In detail the complex type KeyLocksIL have duplicate definitions and "invalid comments".
Enclosed zip-file (interlock3.zip) contains both interlocking original and modified versions that may come in handy when the schema is to be modified...

obviously the interlocking3.xsd in the subversion railML3.1-final tag got messed up, i.e. includes diffs of two
different commits. I am sorry for the hazzle.
So please use the attached one or the ZIP package from the railML-website.
