The Federal Ministry of Digitalisation and Transport delivers the Federal Transport Infrastructure Plan as the central government programme for the further development of the German transport infrastructure. For the compilation of this plan the ministry evaluates several hundred project ideas in a multi-level macroeconomic analysis. The positive evaluated projects are integrated into the target model of the transport network. The responsible division of the ministry uses railML as vendor independent format for the exchange of infrastructure and operational data of railway projects. Within two research projects the ministry assembled digital process chain for the timetable-based infrastructure development. It encompasses the whole planning process from the 3D-GIS based track and cost planning up to the operational simulation of the railway network. This seamless combination of construction and operation data is a novel approach to the planning of future railway systems.
