As presented during the meeting the rollingstock scheme has been completely restructured. However,
this is mainly related to the internal structure. For the users of the scheme there were only some
few changes to be considered. According to the history these are:
- renaming several attributes from 'Reactance' to 'Inductance' in their name for physical correctness
- further change of attribute types to make them more stringent

The final version 1.1 shall be available on 1st October.
