Hello,
this is a proposal for the element BaliseGroup and it's attributes.

BaliseGroupID:
Description: Identity number of a balise group within
the country or region.
Type: Number
Minimum value: 0
Maximum value: 16382

CountryID:
Description: Identify the country or region in
which the balise group is situated.
Type: Number
Minimum value: 0
Maximum value: 1023

LinkingAccuracy:
Description: Accuracy of the balise location used for balise
expectation window computation.
Minimum value: 0m
Maximum value: +/-63m
Resolution: 1m

Direction:
Description: Gives the direction of the balise group.
Values: ASCENDING, DESCENDING or UP, DOWN

LinkReaction1:
Description: Reaction to be performed if a linking or a
balise group message consistency problem occurs
with the balise group linked to in ascendig direction.
Values: TRAIN_TRIP, APPLY_SERVICE_BRAKE, NO_REACTION

LinkReaction2:
Description: Reaction to be performed if a linking or a
balise group message consistency problem occurs
with the balise group linked to in descendig direction.
Values: TRAIN_TRIP, APPLY_SERVICE_BRAKE, NO_REACTION
