Hallo to all,

we already have discussed a lot about the correct English expression of
the German EVU and EIU. We know that from some sources "Railway
Undertaking" and "Infrastructure Manager" are used but nobody is happy
with them. Especially the "Railway Undertaking" seams to be a bad
selection one cannot deduce what is meant. (Apart from it sounding a
little bit like 'burying the railways'... using an Undertaker.)

Since many of RailML using people are not native-English speaking, I think
it is important to use expressions which one can deduce the meaning from.
So, what about using the term which is common in UK? UK has the principle
of 'franchised services' since a long time and so they have an expression
for the 'Franchisees': Train Operating Company or TOC for short.

With the discussion about 'roles' and the suggestion of Andreas Tanner
(2012-03-16) to define an enumeration of these 'roles', we need to settle
the term in RailML.

So, my recommendation is:
- to accept 'Infrastructure Manager' for EIU (the BE expression would be
Railway Infrastructure Company)
- to use 'Train Operating Company' (TOC) for EVU instead of 'Railway
Undertaking'
